The HV circuits are all dead until the circuit is made, 12v battery is required to activate the contactor to bring the HV to life.Ibought a premium one in September for $30k with 25k miles on it. The battery on the car is for short-range and low-speed/urban areas. There are two other modes, hybrid and battery hold, which are more ideal for long drives or freeways.
